Yes we are Peace Officers, in fact many of the Constables in my area work security details at the schools as Constables and are armed, as for banks and post offices I have never heard of Constables having a problem carrying there, however I'm not sure what the exact regulations are for carrying in federal buildings, they normally allow us to carry in County Court Buildings, however the Federal Buildings normally will only allow Federal Officers to carry there.

Some people are confused about Constables, in fact some Constables are confused about the position they hold so don't just go along with what someone tells you, look up the statutes and see for yourself, the PAFOC has some good info at: http://pafoc.org/index_files/Authority.htm

Some of the confusion comes from a PA Supreme Court Ruling identifying Constables as "independent contractors", many people think that makes us private actors and it gets thrown in our face and used to deny us the tools we need to do our job, the truth is we are elected Peace Officers that belong to the executive branch of government, we are only independent contractors insofar as the work we do for the Judiciary.

Is anyone here going to the coarse at HACC this month. Does anyone have any pointers to take to the course. I have gotten a little practice over the summer, what can i expect at the class.

Dan; the PA statutes allow Constables to carry just about anywhere. (possibly not in court, depending on the judge, or federal buildings) - without even firearms training. The PCCD training is required to carry a firearm performing Constable duties for the courts.

That said, anyone with a concealed carry permit ($19 for 5 years, plus a background check) can carry in almost as meny places since they're carrying "for lawful purpose". This has been argued to include post offices and definitely banks, though not in court (and nobody's really keen on being the test case). Not sure about school carry for CCW holders, but we're fine.

IMO where the difference lies is that we are law enforcement officers and have more protection as far as firearms goes then a citizen with a CCW.
the way i interpret the law is that schools are off limits as far as CCW goes. the only time i have ever carried in a school was on 9/11 when i took my kids out of school. this was before i wasa constable but at thattime i was more concerned for my kids safety.
i can add that there is a local high school that has a "sprtsmans night out" once a year and the game commision sets up a booth inside. there was some controversy over them carrying while in uniform inside the school.
it was resolved somehow and they do carry while working the booth.
as far as carrying as a constable it shouldn't be a problem. i would go straight to the office and let them know why i was there.
as far as anywhere else, as long as you are on official business and its not a federal builing i wouldn't think there would be a problem (probably state buildings also).
if i were to need to enter one of these institutions for official business then i would go straight to the office to ID myself and tell them why i am there. it might be a good idea to notify the authorities ahead of time. as far as banks and post offices go i don't see a problem with it.

Moot point for me. We homeschool, so (gasp) I carry in a school area often :) I really don't see me doing court work in a school; though Constables can do truancy work too... :boy_hug: :boy:
