why is it that 50-75% of the time i try to log on i get a message stating "sorry, you are banned from using this forum"?

No, five-oh, I have never had that happen. And I have never heard of anyone else having it happen.

five-oh I dont know how you feel but it killed me not being able to get on police world, ive said it a bunch of times and I'll say it a bunch more: This is like my second family.

no didnt notice it. I had moved to a new house and just took forever to get the internet hooked up.

Where are you accessing PoliceWorld.net from and getting banned? Home, work, library, school...all of them?
What is happening is you're getting an IP address of a banned account. I'd need to know the IP address you have that keeps getting banned. What happens after you get a banned notice? Can you log in? Does it go away if you do log in? Let me know.

I've only tried accessing from home. The odd thing is, is that the same computer that i'm on when i get banned is the same one i'm on that i log on with. once i get a banned notice i can't do anything. i can't log on...nothing. i try hitting refresh, multiple times with no luck. i wind up just leaving and coming back to the site in a couple hours and then magically it works fine.

Yeah, if you're leaving and coming back it's got to be the IP address issue.
Private message me your ISP and what city you live in. I'll try to see, based on your information, what IPs we have banned that match that and I'll figure out a way to work around it.

I've had that happen to me before. Someone with my ISP was banned from a site. I couldn't get on.

lol really? prolly because your in Australia, use Mozilla, or have something disabled in internet options for security purposes for everyone else it gives info.
